SBA 8(a) Financial Reporting Requirements: What Business Owners Need to Know
Original article published on LinkedIn(opens in new tab).
For companies participating in the U.S. Small Business Administration's 8(a) Business Development Program, financial reporting is more than a compliance requirement, it's a critical component of maintaining eligibility and supporting long-term business growth.
As part of the SBA's annual review process, 8(a) participants must demonstrate that they continue to meet program requirements, including submitting financial information based on the size of the business. The annual review allows the SBA to monitor program eligibility, assess business development progress, and ensure compliance with program regulations.
Financial Statement Requirements
Current SBA regulations require the following for Gross Annual Receipts:
Steve Lyons, CPA
$7.5 Million
Annual financial statements prepared internally or compiled by a CPA.
Submission due within 90 days after fiscal year-end.
$7.5 and $20 Million
Reviewed financial statements prepared by an independent CPA.
Submission due within 90 days after fiscal year-end.
$20 Million
Audited financial statements prepared by an independent CPA.
Submission due within 120 days after fiscal year-end.
A Few Things to Know
- SBA discretion: The SBA may require audited or reviewed financial statements regardless of gross annual receipts when additional financial information is needed to assess financial condition, contract capacity, or continued program eligibility.
- Waivers: The SBA District Director may waive the requirement for audited or reviewed financial statements for good cause.
Why This Matters
Timely and accurate financial reporting can help businesses:
- Remain compliant with 8(a) program requirements.
- Demonstrate financial stability to contracting officers, lenders, and other stakeholders.
- Support bonding and financing opportunities.
- Improve internal decision-making and business planning.
- Reduce the risk of financial reporting issues during SBA reviews.
Increased SBA Oversight
Recent SBA actions have increased the focus on financial documentation and compliance within the 8(a) program, including expanded reviews of financial records and program compliance. Businesses should ensure their accounting records, financial statements, tax returns, and supporting documentation are complete, accurate, and readily available.
This increased level of scrutiny makes proactive financial reporting and maintaining well-supported accounting records particularly important for current 8(a) participants.
